Evaluation campaign 2020-2021 (group B)

The external evaluation of universities is a process based on analysing the university's management of its leadership and, in particular, its ability to demonstrate the effectiveness of its actions.

Based on the European Standards Guidelines (ESG) applied to the European Higher Education Area, the external evaluation standard for universities focuses on an analysis of the continuous improvement processes implemented by the university.
The documents listed below (documents to be consulted) provide more detailed information to assist universities with their self-evaluation process. The constituent components of the university’s self-evaluation file are set out in a single file, which can be downloaded below (documents to be submitted via the PELICAN exchange platform).

The self-evaluation file must be submitted here by 11 September 2020 at the latest, for Universities in Group B (2020- 2021).

The external evaluation process for clusters of higher education and research institutes is based on the analysis of its leadership by the lead institution of the cluster and, in particular, on its capacity to demonstrate the effectiveness of its actions.

The external evaluation standard for clusters is designed as a generic model which can be adapted to the different legal arrangements governing clusters of institutions that currently exist in the French higher education and research sector, and to their diverse remits. Based on the European Standards Guidelines (ESG) applied to the European Higher Education Area, it focuses on analysing the continuous improvement processes implemented by the lead institution.

The Department of Evaluation of Clusters of Higher Education and Research Institutions is responsible for coordinating the performance of the integrated evaluation process implemented for each grouping. This process involves all Hcéres departments of evaluation and the OST (Technical and Scientific Observatory, part of Hcéres) in the production of a bibliometric analysis of the grouping being evaluated. Its aim is to provide a global and consolidated evaluation of a site, incorporating the evaluative judgements made vis-à-vis all entities on the site that are subject to evaluation, at each level of detail (study programmes, doctoral schools, research entities, institutions and the cluster itself). After the external evaluation phase, the process includes a site summary production phase (summary of study programmes and doctoral schools, summary of research entities, summary of the institutional analysis of institutions on the site, and an integrated evaluation summary). Together, these summaries reveal the strengths of the cluster and the key issues concerning its future development.
