What there is to know

The main aim of the evaluation is to help the staff of Research Units (RU), Clinical Investigation Centres (CIC), Federative Structures (FS) and Health Institutions (HI) assess their research activities and clarify their position in their regional, national and international environment, in light of their missions and in compliance with the strategies of their parent institutions or bodies.

This evaluation provides information that the governing bodies of higher education institutions and research bodies can use as the basis for their management actions. 

In the interest of transparency, Hcéres publishes a summary of evaluation reports on its website to provide information for anyone who does not occupy a managerial or financial post but is still interested in finding out about the evaluation results.

Lastly, the evaluation is one of the integrated evaluation resources that enables Hcéres to coordinate the evaluation of study programmes, research, institutions and territorial coordinations.

Hcéres also produces Research Summaries for specific sites. It also enables territorial coordinations to enhance these summaries with a “research field” component, on a voluntary basis. In this case, the territorial coordinations must submit an information file (available below) for each research field, via the PELICAN platform.

The Group A evaluation process, from its launch to the transmission of the reports, shall cover the period from 25 September 2018 to September 2020.

20 September 2018

Transmission – to each institution/body – of a list of the research units for which it was the supervising body during the preceding evaluation campaign and which, according to the information in Hcéres’ possession, will be evaluated in 2019-2020.
This list, presented in the form of an Excel file:

  • includes a column that identifies the supervising body responsible for submitting the self-evaluation file during the preceding campaign (the “submitting” supervising body);
  • provides characterisation information for each research unit;
  • includes a column for entering any changes envisaged for certain entities (merger, demerger, reorganisation, closure, change in scope of supervising bodies).

31 October 2018

Return of the checked, corrected and completed file in Excel format by each institution / body, exclusively for the research units for which it acts as the “submitting” supervising body during the 2019-2020 campaign (see below, 7 September 2019).
This file, which shall constitute a provisional list of research units to be evaluated in 2019-2020, must be accompanied by a letter written by the “submitting” supervising body, which attests to the accuracy of the data for all these units on 31 October 2018.

Kick-off meetings for the in situ evaluation campaign

Transmission by the submitting supervising body to Hcéres, at Email, of a generic email address which will be used as the login name but also for the submission of self-evaluation files to the PELICAN platform, as well as the consultation of the evaluation reports and the submission of comments concerning the application of the Hcéres electronic document management (EDM) system.

Submission of research units’ self-evaluation files 
Institutions on the Toulouse site – chronologically, the first to be evaluated during the campaign – are strongly advised to submit their files before 15 July.

Irrespective of the research unit’s number of supervising bodies (institutions /bodies), the self-evaluation file is only submitted once. This submission is carried out by the “submitting” supervising body.

Self-evaluation files are submitted via the PELICAN joint exchange platform (https://www.collecte.evaluation-contractualisation.fr) established by Hcéres and the French Ministry of Higher Education, Research and Innovation. The information entered and transmitted by institutions and organisations is used by Hcéres and experts to perform the evaluations.

The application period will begin in April-May 2019 to enable institutions to start submitting their files prior to the deadline for submissions. Access to the application procedure is secure and requires a username and password. These will be issued by Hcéres after receipt of the generic email address that will be used as the username, which must be transmitted by each institution to Email, by 22 February 2019. 
Hcéres will also use this address to send institutions information about the half-day presentations on the PELICAN platform, the start of the application period, and the transmission of the institutions’ evaluation reports.

Evaluation files are submitted in 2 stages:

  1. Checking and addition of information to the pre-entered data on the forms. The online forms are used to provide a description of each evaluated entity (managers, contact details, parent institutions and bodies, disciplines, etc.). Certain data are pre-entered according to the lists of entities to be evaluated that are sent to Hcéres, and/or standards known to the Ministry (RNSR, etc.). For the best results, institutions are strongly advised to complete these forms as soon as the PELICAN platform is launched. This will save time when it comes to the final submission of the documentation included in the self-evaluation files.  
  2. Submission of different files followed by confirmation of the submission. 

Until the submission of the files has been confirmed, changes can still be made to the files and the evaluation cannot begin. Users requiring any additional information about the PELICAN platform can consult the online user guides which require no prior authentication, and the guides to the submission of files for each type of evaluation (territorial coordinations, institutions, research, study programmes and doctoral schools). The files must not exceed 50 MB in total, which means that the number of logos, images and copies of Web pages must be minimised.
