Hcéres therefore includes researchers and professors in its panels, who may be accompanied by representatives of the socio-economic world, engineers, administrative staff and students.
Formation of expert panels
Each panel of experts is formed on an ad hoc basis. Its composition corresponds to the characteristics of the evaluated institution and the areas covered by the evaluation.
The panels are made up of a chair and one or more experts. The panel chairs are mainly chosen from among the experts who have already conducted at least one evaluation for Hcéres. An effort is made to ensure gender equality in each panel.
Among other things, the experts including the chair, are expected to:
- follow the training programmes proposed to them
- familiarise themselves with the Hcéres' methodology and standard, study the challenges and context of the institution to be evaluated in order to build their analysis
- prepare and take part in all the meetings of the evaluation process, and in the site visit
- draft an evidence-based contribution to the evaluation report, including recommendations
Throughout the evaluation, the chair coordinates the work of the panel in compliance with Hcéres' procedures and compiles the evaluation report. He signs the final report, co-signed by the President of the Hcéres.
Each member of an evaluation panel undertakes to:
- comply with the Hcéres' evaluation charter
- comply with the regulations on the status of experts, and specifically with the Hcéres’ professional ethics and confidentiality rules
- Inform Hcéres of any ties(/,) connections or situations that are likely to raise doubts as to the impartiality of the evaluation
The composition of each panel of experts is unique and corresponds both to the characteristics of the evaluated institution and to the areas covered by the evaluation. The formation of each panel is based on the following key principles:
- The characteristics of the evaluated institution determine the profiles of the experts that are required,
- The drawing up of a provisional list of the potential chair and experts for the panel, drawn from the list of experienced experts and new applicants,
- The prevention of any conflicts of interest by an analysis of the CVS and exchanges of information with the evaluated institution,
- Collegial validation of the composition of the panel within the Department of Evaluation.
In accordance with the principle of transparency applied by Hcéres, the list of experts (who have performed at least one evaluation), along with their CVs, is published on the High Council website.
Call for applications
From April to July, prior to the launch of a new evaluation campaign, Hcéres issues a call for applications to become experts, in particular for study programme evaluations.
