Science and technology observatory (OST)

The Science and Technology Observatory was founded in 1990 and has been a department of Hcéres since 2015. Its analyses inform the strategic thinking of stakeholders in higher education and research and contribute to evaluation of the impact of public policies. Its work includes: regular production of indicators and analyses on research in science and technologies, analyses in support of Hcéres evaluations, conducting specific projects and responding to external orders.

Missions

Produce scientometric indicators and analyses of research and innovation systems in order to contribute to:

  • knowledge of research and innovation activities in France and around the world,
  • evaluation of research and technology transfer activities,
  • evaluation of research and innovation policies,

In order to fulfil its missions, the OST takes data from a variety of sources, checks its reliability and supplements it. Improving the quality of the data it uses is a priority for the OST. This is combined with the development of state-of-the-art methods, for example for performing textual analyses of the content of academic publications or for adapting indicators.

To produce scientometric indicators, the OST uses data from a variety of sources and supplements it. We work with databases that allow international comparisons to be made. In particular, they concern scientific publications and their citations, patents and European research and innovation projects
