The evaluation of regional clusters is a logical development of the evaluation of individual institutions at a single site, with a stronger focus on the mechanisms by which strategies are developed, on the governance of inter-institution cooperation, their operationalisation and the monitoring of their results. My mission in accompanying these evaluations as scientific advisor enables me to explore subjects that are at the heart of transformations in French higher education.

I have noticed in particular that in this field there is a major issue concerning the mobilisation of personnel and users in all these institutions and groupings to guarantee the success of these transformations. For my part, I see the question of developing a modern vision of quality policies and evaluation practices used as a genuine lever for the action of teams involved in governance and serving the development of institutions.
