Association between Hcéres and ANECA : motivations and added value?

Since the beginning of the institutional collaboration between ANECA and Hcéres in 2009, both organisations found of a strategic importance to maintain a steady and close relationship at the highest level of their organisation. This relationship focused on two main points: to foster common interests and debates particular to the Southern/Western debate of higher education within the European Higher Education Area; and to strengthen links in the international non-European agenda in the Euro-Mediterranean Basin and Latin America.

As member of the Collège, how is your perception on the international strategy of Hcéres?

From my perspective from the Collège, the international strategy of Hcéres is soundly based on a clear framework towards having an active presence worldwide as part of the French Higher Education and Research broader strategy.

This strong thrive can be seen in the demand of a Hcéres accreditation label at programme and institutional level, as well as the demand of establishing a collaboration link by quality assurance and accreditation bodies worldwide by means of signing memoranda of understanding to accomplish particular bilateral projects.

Such a demand shows clearly how Hcéres has set up in an incredible short period of time its own “room” in the global quality assurance community combining a robust institutional presence rooted also in a strong methodological know-how.

After 15 years of international activities in quality assurance, I would dare to say that the case of the international strategy of Hcéres should be considered as a successful case study not only in terms of outcomes but, surprisingly, in the short period of time it has been achieved.

What do the next steps in cooperation should be?

Regarding the cooperation between Hcéres and ANECA, an explicit bilateral agenda should be arranged jointly by the heads of both organisations.

The topics of collaboration should focus more on maintaining channels of communication concerning important matters related to the political agenda of quality assurance in the European Higher Education Area and also at the international settings where both organisations are active. This agenda should try to show a shared approach on common issues concerning internationalization of quality assurance and the development of good practices developed by both Hcéres and ANECA that could be adapted and implemented jointly in other contexts by means of cross-border cooperation.
