Organisation

The Higher Council for Evaluation of Research and Higher Education is the independent public authority responsible for evaluating the French higher education and research system. It is composed of eight departments.

The Presidency

 

By decree of the President of the Republic, Coralie Chevallier was appointed President of Hcéres on 3 March 2025.

She holds a PhD in cognitive sciences from the University of Lyon-II (2009) and a qualification to supervise research (HDR) from the École normale supérieure - PSL (2014). She is a research director at Inserm, in the cognitive studies department of ENS – PSL.

She takes up her post after serving as Vice-President for Training at Paris Sciences et Lettres University (PSL) and as a member of the Executive Board of the Institut Curie.

The departments

The Higher Education Institutions Department evaluates a wide variety of institutions: universities, architecture schools, engineering schools, art schools, etc. It measures the involvement of national research organisations in university sites, in collaboration with the Organisations Department. As part of the overall evaluation process, it benefits from the results of evaluations carried out by the Training and Research Departments.

The Research Institutions Department evaluates national research organisations (CNRS, Inria, Ifremer, etc.). It measures their involvement in university sites, in collaboration with the Institutions Department.

The Research Department evaluates research organisations receiving public funding: research units, observatories for the sciences of the universe, centres for the human sciences, and clinical research centres. It verifies whether requests for evaluation of research entities by a body other than Hcéres are admissible.

The Training Department evaluates the training programmes offered by higher education institutions. It assesses how institutions manage their training programmes and implement quality assurance mechanisms.

The department evaluates private higher education institutions and programmes, including those that need to renew their status as private higher education institutions of general interest (EESPIG), as well as any institutions that wish to undergo a voluntary evaluation process.


Programmes requiring the award of a visa or a degree are also assessed, in particular, with the exception of those falling under the remit of the Commission des titres d’ingénieur (CTI).

The Europe and International Department evaluates foreign higher education and research institutions that request its services. It also participates in European and international projects aimed at ensuring the quality of higher education.

The Observatory of Science and Technology (OST) produces indicators and analyses on scientific and technological research in France and around the world. This work helps stakeholders in higher education and research to assess the impact of public policies on research and innovation activities. In order to guarantee the scientific quality of its work, the OST has a scientific advisory board.

The French Office for Scientific Integrity (Ofis) is the national observatory for the implementation of scientific integrity policies. Its mission is to promote scientific integrity, ensure that it is taken into account in the High Council's evaluations, and contribute to the harmonisation and pooling of practices in higher education and research institutions in this area. Ofis has a steering committee responsible for advising on its provisional work programme.

The General Secretariat provides the support functions necessary for the institution’s day-to-day operations and the fulfilment of its remit.
