Science and Technology Observatory

The Observatory of Science and Technology (OST) carries out strategic studies and analyses in the field of science and technology. This work, some of which is commissioned by the State, contributes to public debate and reflection, at all levels, on the positioning, dynamics and policies relating to research and innovation.

The Science and Technology Observatory (OST), which joined Hcéres in 2015, has conducted strategic studies and analyses on research and innovation dynamics since it was founded in 1990. Its work, carried out in France and internationally, feeds into public debate and broader thinking on research and innovation policy.

To fulfil this mission, the OST deploys high-level expertise in bibliometrics and quantitative analysis, combining scientific rigour with methodological innovation. The Observatory draws on an internationally recognised data infrastructure and designs advanced tools – indicators, mappings, modelling, impact studies.

This data and study engineering makes the OST a key contributor to Hcéres evaluations and a privileged partner of public action. Its analyses, whether they form part of its regular remit or respond to specific requests from universities, ministries or other stakeholders, are reliable and recognised tools to support strategic steering and decision-making.
