History

For several decades, the evaluation of higher education and research has been constantly evolving. From the creation of the National Evaluation Committee in 1984 to the establishment of the High Council for the Evaluation of Research and Higher Education, which became an independent public authority in 2022, each step has been aimed at ensuring the quality of European higher education through a common and structured framework.

The Support for the enhancement-oriented implementation of the quality assurance key commitment (SIQA) project

As part of the Bologna Follow-Up Process, Hcéres and the Commission des Titres d’Ingénieur (CTI) co-chair the working group « Thematic Peer Group C (TPG C) » on quality assurance. This group is supported by the project « Support for the enhancement-oriented implementation of the quality assurance key commitment (SIQA) ». SIQA aims to facilate cooperation and the exchange of good practices between European countries TPG C members.

Equality at Hcéres

International evaluations

Hcéres is the French public service agency responsible for periodically evaluating all the country's higher education and research establishments under contract with the State, their programmes (bachelor's, master's and doctoral degrees) and their research entities. It also evaluates research bodies and groups of institutions. Working within a European framework, Hcéres is recognised by ENQA and is listed in the EQAR register of quality agencies.

Europe and International Department

The Europe and International Department ensures Hcéres is positioned as a leading French player engaged on the international scene. It actively participates in European debates and projects relating to quality assurance in higher education through international networks (European Association for Quality Assurance in Higher Education (ENQA), European Consortium for Higher Accreditation in Higher Education (ECA), International Network for Quality Assurance Agencies in Higher Education (INQAAHE), etc.), thereby contributing to the establishment and spread of best practices. Thanks to its ability to draw on the experience of Hcéres and its access to renowned academic experts, the Europe and International Department offers a range of services to any foreign higher education and research institution on request.
