Analyses and studies

To inform stakeholders in the French higher education, research and innovation system, Hcéres develops tools for strategic diagnosis: quantitative analysis, thematic studies and evaluation synthetic reports.

OST has developed analyses and thematic studies. A given theme rarely corresponds exactly to an existing scientific or technological field in a specific database. Often, it is necessary to mix different sources and to rebuild relevant perimeters. In some cases, OST uses text analysis in order to study a specific theme, such as a societal challenge for example. 

The constitution of a corpus of publications (or a portfolio of patents, respectively) explaining scientific production (or innovation activity, respectively) relating to a theme is carried out in close collaboration with researchers in that subject area. Relevant indicators are then constructed on the basis of that corpus of publications or patents. 

Working in connexion with the Department of Research Evaluation, such a study has addressed scientific publications in archeology. Particular emphasis was placed on the location of the research studied in French archeology publications. 
Tthe report on the scientific position of France, OST dedicated a specific chapter to mathematics. On account of the close links between mathematics and computer science, it was decided to draft a specific report dedicated to this subject area.

Analysis to characterise a cluster co-operation between HEIs and research organisations


In support of the evaluations of clusters, OST produces a bibliometric analysis for each evaluated grouping of institutions. This analysis informs not only the self-evaluation report by the grouping itself, but also the report by the panel of experts. 
Cluster evaluation synthesis reports 
For a cluster, all the evaluations that are conducted give rise to the production of evaluation synthesis reports. 

  • For research activities, these synthesis reports include:
    • a ”characterisation” part describing:
      • the breakdown of staff by status and institution,
      • the degree of involvement of the bodies on the site.
    • A “results analysis” part summarising the results of the evaluation for each research unit and highlighting the outstanding features of research on the site by subject area.
  • For study programmes and doctoral schools, these synthesis reports highlight the main characteristics and the training potential of the site.

Thanks to this approach, the final synthesis report of the integrated evaluation can pinpoint the strengths and weaknesses of the grouping of institutions and appraise its development challenges.

Integrated evaluation reports

The evaluation of each cluster culminates in the drafting of an integrated evaluation report including:

  • the final synthesis report of the integrated evaluation, 
  • the evaluation synthesis report on study programmes and doctoral schools,
  • the evaluation synthesis report on research units,
  • appendices: the evaluation reports on the institutions within the cluster, key figures describing the cluster and the evaluation methodology applied by Hcéres.
