2019-2020 Evaluation Campaign

More than a few days to send the provisional lists of training fields, trainings and doctoral schools to be evaluated at the following addresses: champs-formations@hceres.fr and ed@hceres.fr (deadline of sending: 22 February 2019 ). Institutions are also asked to send a generic email address, which serves as an application login and sending information, to the following address: aide.pelican@collecte.evaluation-contractualisation.fr.

Hcéres unveils its new website!

hceres.fr, the online home of the High Council for Evaluation of Research and Higher Education, reflects Hcéres’ identity as a partner for progress. Pride of place is given to the presentation of Hcéres’ activities and know-how, and the whole site has been overhauled to ensure easier access to content and a more intuitive browsing experience.

To produce its indicators and perform its studies and analyses, the OST uses a variety of sources, including databases which it has previously supplemented.

Indicators and methods

The databases of the Science and Technology Observatory (OST) are used to calculate indicators for specific analyses, such as the Report on the Scientific Position of France, or annual synthesisreports for the “Higher Education and Research in France, Facts and Figures” published by the Ministry for Higher Education, Research and Innovation (MESRI). The indicators produced by the OST serve a variety of purposes. They are used, for example, to describe the scientific position of France in the world. They may also be used by institutions to elaborate their strategy or feed their self-evaluation process. Finally, they inform a variety of documents produced by the Ministry for Higher Education, Research and Innovation. OST also works on an ongoing basis to adapt its methods and the databases it uses in line with international best practice.

Analyses and studies

To inform stakeholders in the French higher education, research and innovation system, Hcéres develops tools for strategic diagnosis: quantitative analysis, thematic studies and evaluation synthetic reports.

Science and technology observatory

Hcéres produces analyses, synthesisreports and indicators in order to contribute to higher education, research and innovation stakeholders’ strategic thinking, as well as to the design and evaluation of public policies. Indicators and specific analyses are produced by the Science and Technology Observatory (OST) and the departments in charge of the evaluation process.

An organisation by activity

The Higher Council for Evaluation of Research and Higher Education is the independent public authority responsible for evaluating the French higher education and research system. It is composed of eight departments.

Ethics at Hcéres

In accordance with Article L. 124-2 of the General Civil Service Code, Hcéres has appointed an ethics officer. Pascal Aimé, honorary inspector general of education, sport, and research, was appointed to this position on July 1, 2023. The ethics officer is responsible for providing staff with any advice they may need to comply with their ethical obligations and principles.

Evaluations in France

In France, Hcéres is responsible for evaluating higher education and research institutions, national research organisations, research units and training programmes. Hcéres evaluations support continuous improvement and foster strategic dialogue, both internally and with supervisory bodies, by providing a shared framework for analysis and understanding.

OST Scientific steering committee (COS)

In order to guarantee the scientific quality of OST production, Decree n°2014-1365 of 14 November 2014 on the organisation of Hcéres endowed the Observatory with a Scientific Steering Committee (COS). The composition and procedures of the COS were adopted by the Hcéres Board at its session of 7 March 2016.

The Haut Conseil de l'évaluation de la recherche et de l'enseignement supérieur (Hcéres) is the independent public authority responsible for evaluating all higher education and research structures, or for validating evaluation procedures carried out by other bodies. Through its analyses, evaluations and recommendations, the Hcéres supports and advises on improving the quality of higher education and research in France.
