Nelly Dupin appointed advisor to the President of Hcéres

Nelly Dupin, Secretary General of Hcéres since 2016, has been appointed Advisor to the President of the High Council as of 1st December 2020.

After serving as Acting President of Hcéres for one year, Nelly Dupin, whose term as Secretary General ended on 18 October 2020, will be taking up a new role in which she will provide governance support, lead activities directly related to the Board, and ensure coordination between governance and the High Council's different departments. 

She will have particular responsibility for:

  • managing and coordinating cross-cutting projects at the President’s request;
  • coordinating actions carried out by the different departments and the Board in order to ensure the proper functioning of the bodies.
  • developing the specific language or contextual items required by the President, in conjunction with the departments concerned.
     

Career

After several years spent working in the private sector, Nelly Dupin joined the public service, gradually focusing on the higher education and research sector.

From 1985 to 1999, Nelly Dupin held the post of Administrative and Commercial Manager in the Operations Department of Eurolines France, an international road passenger transport group. Her responsibilities included participating in the design of road passenger transport plans in conjunction with the French Ministry of Transport.

In 1999, Nelly Dupin joined the Development Department of Réseau Ferré de France (RFF [French Rail Network], now SNCF Réseau) as head of the administrative support centre for rail investment projects, before being appointed in 2003 to represent RFF on the S2IF (railway infrastructure information system) economic interest group. Within this organisation, created by SNCF and RFF on a 50-50 basis, she held the position of Administrative and Financial Manager until 2005.

In 2005, Nelly Dupin became Deputy Chief of Staff to François Goulard, former Secretary of State for Transport, who became Minister Delegate for Higher Education and Research. She then joined Aeres in 2007 as Deputy Secretary General before being appointed Secretary General of Hcéres in 2016.
