Science and Technology Observatory

The Observatory of Science and Technology (OST) carries out strategic studies and analyses in the field of science and technology. This work, some of which is commissioned by the State, contributes to public debate and reflection, at all levels, on the positioning, dynamics and policies relating to research and innovation.

Organisation

The High Council for the Evaluation of Research and Higher Education is the independent public body responsible for evaluating the French higher education and research system. It is organised around a general secretariat and seven departments, each of which is supported by several councils.

Ethics at Hcéres

In accordance with Article L. 124-2 of the General Civil Service Code, Hcéres has appointed an ethics officer. Pascal Aimé, honorary inspector general of education, sport, and research, was appointed to this position on July 1, 2023. The ethics officer is responsible for providing staff with any advice they may need to comply with their ethical obligations and principles.

Experts contribute to the quality and independence of Hcéres evaluations. They are appointed by the High Council and supported throughout the evaluation process.

Evaluations in France

In France, Hcéres is responsible for evaluating higher education and research institutions, national research organisations, research units and training programmes. Hcéres evaluations support continuous improvement and foster strategic dialogue, both internally and with supervisory bodies, by providing a shared framework for analysis and understanding.

OST Scientific steering committee (COS)

In order to guarantee the scientific quality of OST production, Decree n°2014-1365 of 14 November 2014 on the organisation of Hcéres endowed the Observatory with a Scientific Steering Committee (COS). The composition and procedures of the COS were adopted by the Hcéres Board at its session of 7 March 2016.

About us

The High Council for the Evaluation of Research and Higher Education (Hcéres) is the independent public authority responsible for evaluating higher education and research institutions, national research organizations, research units, and training programs. Active in France and internationally, it carries out methodical peer reviews, guaranteeing their relevance and integrity, in the interests of the academic community and society as a whole. Hcéres is organised into a general secretariat and seven departments: four departments responsible for evaluation in France, one department responsible for international evaluations, the Science and Technology Observatory, and the French Office of Scientific Integrity.
