Department of research evaluation (DER)

This department organises the evaluation of research units. It produces site summaries of their research activities. Finally, it appraises the eligibility of applications for the validation of procedures for the evaluation of research units by a body other than Hcéres: as provided by the Law of July 2013, this type of application may be submitted by the supervising ministries of the units in question.

Hcéres board

The Hcéres is administered by a board composed of thirty equally represented members, appointed by decree for a four-year term, which can be renewed once. The person presiding over Hcéres is selected from among them.

Analyses and studies

To inform stakeholders in the French higher education, research and innovation system, Hcéres develops tools for strategic diagnosis: quantitative analysis, thematic studies and evaluation synthetic reports.

An organisation by activity

To ensure the quality of its work, the organisation of Hcéres is based on a Board of 30 French and foreign members who define the general framework for its action. Eight departments organised by activity and a General Secretariat coordinate evaluation campaigns and missions and provide functional support for the organisation. Each year, 3,500 experts are mobilised to conduct the evaluations with the support of scientific advisors/project managers and administrative staff.

Science and technology observatory (OST)

The Science and Technology Observatory was founded in 1990 and has been a department of Hcéres since 2015. Its analyses inform the strategic thinking of stakeholders in higher education and research and contribute to evaluation of the impact of public policies. Its work includes: regular production of indicators and analyses on research in science and technologies, analyses in support of Hcéres evaluations, conducting specific projects and responding to external orders.

Digital and data Department

This department designs, organises and develops the Hcéres information system to support its evaluation and study activities. To do so, it designs and develops the applications required to collect, file, quality check, disseminate and process the data and information that is necessary for the activities of Hcéres.

OST Scientific steering committee (COS)

In order to guarantee the scientific quality of OST production, Decree n°2014-1365 of 14 November 2014 on the organisation of Hcéres endowed the Observatory with a Scientific Steering Committee (COS). The composition and procedures of the COS were adopted by the Hcéres Board at its session of 7 March 2016.
