2019-2020 Evaluation Campaign

More than a few days to send the provisional lists of training fields, trainings and doctoral schools to be evaluated at the following addresses: champs-formations@hceres.fr and ed@hceres.fr (deadline of sending: 22 February 2019 ). Institutions are also asked to send a generic email address, which serves as an application login and sending information, to the following address: aide.pelican@collecte.evaluation-contractualisation.fr.

Hcéres unveils its new website!

hceres.fr, the online home of the High Council for Evaluation of Research and Higher Education, reflects Hcéres’ identity as a partner for progress. Pride of place is given to the presentation of Hcéres’ activities and know-how, and the whole site has been overhauled to ensure easier access to content and a more intuitive browsing experience.

To produce its indicators and perform its studies and analyses, the OST uses a variety of sources, including databases which it has previously supplemented.

Indicators and methods

The databases of the Science and Technology Observatory (OST) are used to calculate indicators for specific analyses, such as the Report on the Scientific Position of France, or annual synthesisreports for the “Higher Education and Research in France, Facts and Figures” published by the Ministry for Higher Education, Research and Innovation (MESRI). The indicators produced by the OST serve a variety of purposes. They are used, for example, to describe the scientific position of France in the world. They may also be used by institutions to elaborate their strategy or feed their self-evaluation process. Finally, they inform a variety of documents produced by the Ministry for Higher Education, Research and Innovation. OST also works on an ongoing basis to adapt its methods and the databases it uses in line with international best practice.

To inform stakeholders in the French higher education, research and innovation system, Hcéres develops tools for strategic diagnosis: quantitative analysis, thematic studies and evaluation synthetic reports.

Science and technology observatory

Hcéres produces analyses, synthesisreports and indicators in order to contribute to higher education, research and innovation stakeholders’ strategic thinking, as well as to the design and evaluation of public policies. Indicators and specific analyses are produced by the Science and Technology Observatory (OST) and the departments in charge of the evaluation process.

An organisation by activity

To ensure the quality of its work, the organisation of Hcéres is based on a Board of 24 French and foreign members who define the general framework for its action. Eight departments organised by activity and a General Secretariat coordinate evaluation campaigns and missions and provide functional support for the organisation. Each year, 3,500 experts are mobilised to conduct the evaluations with the support of scientific advisors/project managers and administrative staff.

Evaluation and accreditation abroad

With several thousand evaluations carried out each year throughout France and a robust methodology developed in compliance with European standards, Hcéres also offers its expertise to foreign higher education and research institutions.

Reports and synthesis

Each evaluation organised by Hcéres ends with the publication of a report accompanied by the comments of the evaluated entity. These publicly available reports provide an analysis of the strengths and weaknesses of the evaluated entity, combined with recommendations formulated by the panel of experts. For each cluster, these evaluations also lead to the production of summaries (research units, study programmes, doctoral schools), which are amalgamated in an integrated evaluation report.

Evaluation campaigns

The evaluation campaigns are run by Hcéres on a five years frequency. In this way, the adopted schedule is compatible with the requirements of the State’s contractual policy, which divides the institutions concerned into five geographical areas referred to as groups A, B, C, D and E.

Validation of procedures

By law, Hcéres has been entrusted with the task of conducting evaluations directly or of verifying the quality of evaluations carried out by other bodies by validating the adopted procedures. Higher education institutions and their groupings, research units and study programmes are entitled to use this external evaluation procedure.
