French archaelogy: Hcéres publishes its first "Synthesis and future perspectives" report

On Tuesday 21 May 2019, the French High Council for Evaluation of Research and Higher Education (Hcéres) published a report on the current state of French archaeology and its future prospects. This “cross-cutting assessment” of an academic discipline is the first report of its kind produced by Hcéres.

Hcéres unveils its new website

hceres.fr, the online home of the High Council for Evaluation of Research and Higher Education, reflects Hcéres’ identity as a partner for progress. Pride of place is given to the presentation of Hcéres’ activities and know-how, and the whole site has been overhauled to ensure easier access to content and a more intuitive browsing experience.

On Tuesday 1st February, Hcéres published its first integrated evaluation report on a cluster of higher education and research institutions, the HESAM Université COMUE (Community of Universities and Institutions). The integrated evaluation highlights the strengths and fragilities of a site and an assessment of its development challenges.

Engineering schools reassert their commitment to research integrity

At a ceremony held on 22 January 2019, the CDEFI, the French Office for Research Integrity (OFIS), the French Advisory Board for Research Integrity (CoFIS), Ecole des Ponts ParisTech, the National School of Geographical Science in Marne-la-Vallée, ELISA Aerospace, EPF Ecole d’ingénieur·e·s, EPITA, the Centre Val de Loire National Institute for Applied Sciences, Troyes Technological University and Yncréa Hauts-de-France all signed up to the French Charter for Research Integrity.

Hcéres : On the proper usage of research evaluation criteria

The San Francisco Declaration on Research Assessment (DORA), published in 2012, and the Leiden Manifesto of 2015 both set out to improve existing research evaluation practices, particularly by drawing attention to the misuse of certain bibliometric indicators. In support of the recommendations made in these declarations, Hcéres has decided to issue a statement explaining how their principles are put into action in the context of our work to evaluate research institutions.

Hcéres accredits the Costa Rica Institute of Technology (TEC)

After carrying out an institutional evaluation, Hcéres has accredited the Costa Rica Institute of Technology (TEC) for five years without reservation. The High Council presented TEC with the accreditation certificate on 4 December 2017, at an official ceremony in Cartago, in the presence of Sonia Marta Mora, Minister for Public Education, Thierry Vankerk-Hoven, French Ambassador, Julio Calvo, Rector of TEC, and representatives of the SINAES (National System for Higher Education Accreditation) and the CSUCA (Central American Higher Council for Universities). In addition, the President of Costa Rica offered his congratulations during the ceremony.

Hcéres reinforces its integrated evaluation system

At the launch of its new evaluation campaign for 2018-2019 (Group E), the High Council for the Evaluation of Research and Higher Education (Hcéres) restated its objective of carrying out coherent overall evaluations of clusters and those of their institutions that are subject to evaluation.

Hcéres accredits four Vietnamese universities

After carrying out institutional evaluations in February 2017, Hcéres has accredited, for five years without conditions – in accordance with the criteria adopted by its Board – four major Vietnamese engineering and technology universities: Hanoi University of Science and Technology, National University of Civil Engineering, Danang University of Science and Technology, Ho Chi Minh City University of Technology.

CIEP, CTI and Hcéres in favour of a forum for exchanges in French quality assurance

The CIEP, CTI and Hcéres are pleased with the work they have carried out jointly with a view to bringing together, with the CEFDG and the CCN-IUT, the main organisations involved in quality assurance in France and to presenting the situation to representatives of foreign agencies at the inaugural lecture to the Annual General Meeting of the European Association of Quality Assurance agencies (ENQA) on 25 October.

External evaluation of Hcéres: European recognition renewed

Hcéres’ membership of the European Association for Quality Assurance in Higher Education (ENQA) and its listing in the European Register (EQAR) have been renewed for a period of 5 years. This European recognition marks the culmination of an evaluation process started in 2015.

Harmonisation and development of external quality assurance processes for engineering schools

The objective of the High Council for the Evaluation of Research and Higher Education (Hcéres) and the Commission des titres d’ingénieur (CTI) is to improve the French system for quality assurance in higher education, using the European framework (European Standard & Guidelines, ESG) as a basis. While respecting the prerogatives entrusted by law to each evaluation body, the CTI and Hcéres wish to improve their efficiency while simplifying the work of the institutions. This is the objective of the cooperation framework agreement signed on 23 September 2016.

Hcéres structures its integrated evaluation system and publishes new evaluation standards

Given the importance of groupings of institutions and their strategies, and their increasing independence and responsibilities, the French High Council for Evaluation of Research and Higher Education (Hcéres) has revised its methodology for the 2017-2018 evaluation campaign (Group D).  The goal is to conduct a concise and coherent evaluation of territorial coordinations and the entities involved in such initiatives.
